Manjit Singh Dhaliwal was shot to death and his body dumped southwest of Edmonton.
Funeral arrangements were delayed because his parents were too ill to travel alone from India, and the External Affairs Department was reluctant to issue passports to other family members.
In the wake of the murder the Edmonton Taxi Commission established a seven-member committee of drivers and brokers to explore ways of making taxi driving safer.
