Requirement No.5 - Requirements for swivel seats
FOR INCLUSION IN REGULATIONS FOR ACCOMPANYING GUIDANCE EXPLANATION
5. Requirements for swivel seats
5.1 If a swivel seat is replacing original equipment, evidence of testing must be produced. All swivel seat should be tested in accordance with the STATUS requirements (see annex B), or a standard which offers at least the equivalent level of safety. If a swivel seat replaces a vehicle’s original seat it must be tested to ensure it is safe for disabled passenger to use.
5.2 The seat must be either forward or rear facing when locked in the travel position.   Side facing seats can make it difficult for some disabled passengers to retain their balance. Therefore the swivel seat must face the front or rear of the vehicle when locked in the travel position inside the vehicle.
5.3 The seat must be able to rotate at least 80o measured from the travel position and be capable of locking securely in both the travel position and when fully rotated. See diagram 1 The seat must lock into position securely inside the vehicle to enable the passenger to travel in safety. The seat must also lock when fully rotated to provide solid support when the passenger first sits on it.
5.4 When fully rotated the front edge of the seat cushion must project at least 100mm from the side of the vehicle. See diagram 2 This requirement enables the seat to be deployed beyond the side of the vehicle to allow a disabled person standing outside the vehicle to sit on it easily.
5.5 There must be a minimum distance between the highest point on the seat cushion and the top of the door aperture of 760mm. See diagram 2
5.6 The highest point on the seat cushion from the ground must be between 450mm and 550mm when deployed. If another means is provided for the wheelchair users to transfer inside the vehicle then the range can be 450 to 650mm. See diagram 2
5.7 When rotating there must be a minimum of 950mm between the centre of the backrest of the seat and the door pillar or forward obstruction. Where the seat rises as it travels over the sill this dimension can be less. See diagram 3 The dimension can be less where the seat rises over the sill providing leg room is maintained.
5.8 When the seat is deployed a clear space must be provided in which the passenger can stand. The space must be at least 400mm square. See diagram 1
