The photos of Mme. Charnier were likely taken on her first day on the job, in February 1907. While Paris in February is nothing like Winnipeg in February it can be chilly enough as shown by Mme. Charnier's heavy coat, gloves, and the blanket she has tucked around her hips and legs.

She is wearing a dark hat (probably blue). Photos of femmes cocher taken in the spring and summer show them in lighter coats and wearing white hats, so presumably the uniform had both warm and cold weather versions.
