Couples who wanted some privacy could hire a cab by the hour ("à l'heure") and close the window curtains. So could any man who wanted to conduct a little private business with a prostitute.

In this case the gentleman is ostensibly offering the lady a ride home, but the fact that he is hiring the cab by the hour suggests that neither of them is in a hurry to get there. The lady underscores the slightly naughty implication by looking straight at us with a little smirk.

"Demeure" means both "residence" and "delay", so the caption may have a double meaning: "To make up for your delay, please get in!" Perhaps the gentleman is impatient because the lady has been playing hard to get.
